Dear creators of works of art and connoisseurs of artistic creativity!
We present to your attention a unique project, which consists of two international art festivals, national, continental and world championships in festival art, as well as an exclusive educational program for certification of qualifications of heads, managers and performers in the field of art!
LEGAL STATUS
OF FESTIVALS
The founder and organizer of the Open International creative competition and festival "Open Art Albion" (the "OAA Festival") and the European multigenre festival "TOP ART STARS" (the "TAS Festival") is the Institute of Arts of the International Academy of Sciences and Higher Education (IASHE; London, UK).
The TAS festival has a regional (continental -
European) status and is held under the auspices of the OAA festival. The
festivals are held according to the same rules, but their competitive programs
and results are independent and not interrelated, except for the results that
count towards the World championship in festival art.
Creative collective (teams, groups), artists and
painters from European countries have the right participate in the TAS
festival. The OAA festival is open to artists of all ages from all over the
world (including Europe).
Titles, diplomas, certificates and prizes of the
Festivals have an international status and testify to the high level of
creative achievements of the laureates of the Festivals, as well as the high
level of international expert assessment of such achievements.
The festivals have the status of international
events and imply the possibility of a participation in them by an international
composition of organizers, participants and jury members.
The festivals consist of four quarterly stages
and are held in a distance (interactive, remote) format continuously and
year-round. Within the framework of cooperation with interested regional
partners, face-to-face (in-person) stages of festivals can also be held in
individual countries and regions.
Interested persons (collectives, artists,
painters) have the opportunity to participate in the festival at any time
during the calendar year an unlimited number of times.
Interested parties have the right to participate
in both the TAS festival and the OAA festival at the same time or at different
periods of time.
ORGANIZATIONAL
STATUS OF FESTIVALS
The festivals are held in a competitive mode,
therefore, based on their results, the winners and prize-winners of each 10
days of the festival, as well as each month, quarter and calendar year, are
determined. Winners and prize-winners of the festival of every ten-day period
and every month, as well as to the results of the quarter and year, become the
laureates of the festival of the corresponding calendar period. Laureates of
the longer calendar period are determined by the total competitive results of
festival participants in the intermediate (short) calendar periods. For this,
first of all, the quantity and quality of diplomas is taken into account. And
in the case of equality of this indicator among individual participants, the
average score of the jury's assessments is taken into account.
Within the framework of the festivals,
interested persons can voluntarily undergo additional procedures of the
Educational and Competitive Certification according to the rules established by
the special Regulations.
Within the framework of the Festivals,
interested heads and individual performers (personally) of creative collectives
or solo performers can undergo the international certification of the level of
skill (qualification) with the receipt of international educational diplomas
and attestation certificates of the IASHE (educational certification).
The competitive certification under the program
of national, continental and world championships in festival art is carried out
within the framework of a competitive event (championship), the results of
which determine the best participants of the Festival (championships of various
levels) of each calendar stage of the Festival and, in aggregate, of the
corresponding year.
Winners and prize-winners of the festivals who
participate in the competitive certification, on the basis of the results of
the quarter and the year, can additionally become national champions of their
countries and continental champions. Winners and prize-winners of the world
championship in festival art are determined based on the results of the
calendar year of the OAA festival.
Winners and prize-winners of the festivals
(laureates of 1, 2, 3 degrees) on the basis of each quarter of the year can
automatically become winners and prize-winners of championships in festival art
of their countries at the corresponding quarterly stages. To determine the
quarterly results of national championships in festival art, the competitive
results of a participation in festivals of all representatives of the
respective countries are taken into account. Prizewinners of national
championships in festival art are awarded special international diplomas.
On the basis of the results of the competitive
certification procedure, according to the results of each quarter and year
within the framework of the festivals are determined: 1) within the framework
of the festival «TAS» - champions of European countries and continent (Europe);
2) within the framework of the festival «OAA» - champions of non-European
countries and other continents of the world.
According to the results of each calendar year
within the framework of the festival «OAA» world champions in festival art are
determined.
The festivals are open, democratic events in which any collective and performer can take part, regardless of their experience in public performances. The friendly and objective jury takes into account the stage experience of the participants of the Festivals.
GOALS AND
CONTENT OF FESTIVALS
The main goals of the festivals are: promotion
of creative development, self-expression and aesthetic upbringing of children
and youth; attracting children and youth to art and aesthetic creativity and to
self-realization in the field of art; popularization of creative activities,
cultural values and works of art; promotion of creative activity and
achievements of talented children and youth in the field of art.
The festivals are a massive creative event in which the participants of the Festivals demonstrate their creative works and skills, and the members of the authoritative jury fairly and kindly evaluate and encourage the performances of the participants with honorary diplomas, awards, prizes, titles and gifts.

Вашему вниманию уникальный проект, состоящий из двух международных фестивалей

аттестации квалификации руководителей, менеджеров и исполнителей в сфере
искусства!
ЮРИДИЧЕСКИЙ СТАТУС ФЕСТИВАЛЕЙ
Учредителем
и организатором Открытого международного конкурса-фестиваля искусств «OPEN ART
ALBION» («Фестиваль OAA») и
Европейского многожанрового фестиваля «TOP ART STARS» («Фестиваль TAS») является
Институт искусств Международной академии наук и высшего образования (МАНВО;
Лондон, Великобритания) / Institute of Arts of the
International Academy of Science and Higher Education (IASHE; London, UK). Все
необходимые действия по организации и проведению Фестивалей в разных странах,
МАНВО осуществляет через своих официальных региональных представителей и
партнеров.
Фестиваль TAS имеет
региональный (континентальный - европейский) статус и проводится под эгидой
фестиваля OAA. Фестивали
проводятся по единым правилам, но их конкурсные программы и результаты являются
самостоятельными и не взаимосвязанными, кроме результатов, которые идут в зачет
первенства мира по фестивальному искусству.
В фестивале TAS вправе
принимать участие творческие коллективы, артисты и художники из стран Европы. В
фестивале OAA могут
принимать участие деятели искусств различных возрастов из всех стран мира (в
том числе – из Европы).
Титулы,
дипломы, сертификаты и призы Фестивалей имеют международный статус и
свидетельствуют о высоком уровне творческих достижений лауреатов Фестивалей, а
также о высоком уровне международного экспертного оценивания таких достижений.
Фестивали
имеют статус международных мероприятий и предполагают возможность участия в них
международного состава организаторов, участников и членов жюри.
Фестивали
состоят из четырех квартальных этапов и проводятся в дистанционном
(интерактивном) формате непрерывно и круглогодично. В рамках сотрудничества с заинтересованными
региональными партнерами, в отдельных странах и регионах могут также
проводиться очные этапы фестивалей.
Заинтересованные
лица (коллективы, артисты, художники) имеют возможность принять участие в
фестивале в любой момент в течение календарного года неограниченное количество
раз.
Заинтересованные
лица вправе одновременно или в разные периоды времени принимать участие и в
фестивале TAS, и в
фестивале OAA.
ОРГАНИЗАЦИОННЫЙ СТАТУС ФЕСТИВАЛЕЙ
Фестивали
проходят в конкурсном режиме, поэтому по их итогам определяются победители и
призеры каждой декады каждого месяца (10 дней прохождения фестиваля), а также
каждого месяца, квартала и календарного года.
Победители и призеры фестиваля в каждой декаде и каждом месяце, а также
по итогам квартала и года становятся лауреатами фестиваля соответствующего
календарного периода. Лауреаты более продолжительного календарного периода
определяются по суммарным конкурсным результатам участников фестивалей в
промежуточные (короткие) календарные периоды. Для этого в первую очередь
учитывается количество и качество дипломов, а в случае равенства этого
показателя у отдельных участников принимается во внимание средний балл оценок
жюри.
В рамах
фестивалей заинтересованные лица могут добровольно проходить дополнительные
процедуры Образовательной и Конкурсной Сертификации по правилам, установленным
специальным Регламентом.
В рамках
проведения Фестивалей, заинтересованные руководители и отдельные исполнители
(персонально) творческих коллективов или соло-исполнители могут проходить
процедуру международной сертификации уровня мастерства (квалификации) с
получением международных образовательных дипломов и аттестационных сертификатов
IASHE (образовательная сертификация).
Конкурсная
сертификация по программе национальных, континентальных и мировых чемпионатов
по фестивальному искусству реализуется в рамках состязательного мероприятия
(чемпионата), по результатам которого определяются лучшие участники Фестиваля
(чемпионатов различных уровней) по итогам каждого календарного этапа Фестиваля
и, в совокупности, - соответствующего года.
Победители и
призеры фестивалей, которые участвуют в конкурсной сертификации, по итогам
квартала и года могут дополнительно становиться национальными чемпионами своих
стран и континентальными чемпионами. Победители и призеры первенства мира по
фестивальному искусству определяются по итогам календарного года проведения
фестиваля OAA.
Победители и
призеры фестивалей (лауреаты 1, 2, 3 степени) по итогам каждого квартала года
автоматически могут стать победителями и призерами чемпионатов по фестивальному
искусству своих стран на соответствующих квартальных этапах. Для определения
квартальных результатов национальных чемпионатов по фестивальному искусству,
учитываются конкурсные результаты участия в фестивалях всех представителей
соответствующих стран. Призеры
национальных чемпионатов по фестивальному искусству награждаются специальными
международными дипломами.
На основании
результатов процедуры конкурсной сертификации, по итогам каждого квартала и
года в рамках фестивалей определяются: 1) в рамках фестиваля «TAS» - чемпионы
европейский стран и континента (Европы); 2) в рамках фестиваля «OAA» - чемпионы
неевропейских стран и иных континентов мира.
По итогам
каждого календарного года в рамках фестиваля «OAA»
определяются чемпионы мира по фестивальному искусству.
Фестивали
являются открытыми, демократическими мероприятиями, в которых могут принять
участие любые коллективы и исполнители, независимо от их опыта публичных
выступлений. Доброжелательное и объективное жюри принимает во внимание
сценический опыт участников Фестивалей.
ЦЕЛИ И СОДЕРЖАНИЕ ФЕСТИВАЛЕЙ
Основными
целями фестивалей являются: содействие творческому развитию, самовыражению и
эстетическому воспитанию детей и молодежи; привлечение детей и молодежи к
занятиям художественно-эстетическим творчеством и к самореализации в сфере
искусства; популяризация творческой деятельности, культурных ценностей и
произведений искусства; поощрение творческой активности и достижений
талантливых детей и молодежи в сфере искусства.
Фестивали
представляют собой массовое творческое мероприятие, в рамках которого участники
Фестивалей демонстрируют свои творческие произведения и умения, а члены
авторитетного жюри справедливо и доброжелательно оценивают и поощряют
выступления участников почетными дипломами, наградами, призами, званиями и подарками.
