Within the framework of the festivals, interested persons can voluntarily undergo additional procedures of the Educational and Competitive Certification according to the rules established by the special Regulations.

The competitive certification under the program of national, continental and world championships in festival art is carried out within the framework of a competitive event (championship), the results of which determine the best participants of the Festival (championships of various levels) of each calendar stage of the Festival and, in aggregate, of the corresponding year.

CONDITIONS AND RULES FOR THE COMPETITIVE CERTIFICATION UNDER THE PROGRAM OF NATIONAL, CONTINENTAL AND WORLD CHAMPIONSHIPS IN FESTIVAL ART

1. Creative teams and solo performers have the right to undergo the international competitive certification under the program of national, continental and world championships in festival art.

2. The competitive certification is an additional program of the Festival, which is not a mandatory element of a participation in the Festival and is carried out only upon a voluntary application of interested parties.

3.  The certification is carried out by the Institute of Arts of the IASHE, taking into account the content of paragraphs 1.12. - 1.16. the Regulations "On the Open International creative competition and festival "Open Art Albion" (the "OAA Festival") and the European multigenre festival "TOP ART STARS" (the "TAS Festival").

4. The certification is carried out within the framework of a competitive event (championship), the results of which determine the best participants of the Festival (championships of various levels) of each calendar stage of the Festival and, in aggregate, of the corresponding year.

5. The method of the certification:

1) The professional expert assessment of participants of the competitive certification is carried out by members of the jury of the Festival.

2) The competitive certification of creative teams and solo performers is carried out based on results of three facts (stages) of a participation of such teams and performers in the Festival at any time during the reporting calendar year. At each stage of the festival, a participant of the competitive certification must submit (perform) at least 50% of new creative works.

3) For receiving (a conquest) by a team or solo performer of each Golden Grand Prix at any stage of the festival, 10 points are awarded, Silver Grand Prix - 8 points, Bronze Grand Prix - 6 points, Gold diploma (laureate of 1 degree) - 10 points, Silver diploma (laureate of the 2nd degree) - 8 points, Bronze diploma (laureate of the 3rd degree) - 6 points.

4) The points scored during three stages of the Festival (championship) are summed up and form the final tournament result of a creative team or performer in the championship of the corresponding year.

6. The characteristic of calendar periods and formats for summing up results of the competitive certification:

A) Winners and prize-winners of the festivals who participate in the competitive certification, on the basis of the results of the quarter and the year, can additionally become national champions of their countries and continental champions. Winners and prize-winners of the world championship in festival art are determined based on the results of the calendar year of the OAA festival.

B) Winners and prize-winners of the festivals (laureates of 1, 2, 3 degrees) on the basis of each quarter of the year can automatically become winners and prize-winners of championships in festival art of their countries at the corresponding quarterly stages. To determine the quarterly results of national championships in festival art, the competitive results of a participation in festivals of all representatives of the respective countries are taken into account. Prizewinners of national championships in festival art are awarded special international diplomas.

C) On the basis of the results of the competitive certification procedure, according to the results of each quarter and year within the framework of the festivals are determined: 1) within the framework of the festival "TAS" - champions of European countries and continent (Europe); 2) within the framework of the festival "OAA" - champions of non-European countries and other continents of the world.

D) According to the results of each calendar year within the framework of the festival "OAA" world champions in festival art are determined.

7. The competitive certification is a paid procedure. For each stage of the Festival, within the framework of which the procedure of competitive certification (championship) is carried out at the level of the national championship, an interested person pays a fee in the following size:

- a creative team in the number of performers up to 3 people - 50.0 euros from the team; a creative team in the number of performers over 3 people - 15.0 euros from each performer.

- a solo performer - 40.0 euros.

The amount of such payment for a participation in the continental championship is doubled, and for a participation in the world championship - three times.

If an interested person simultaneously participates in two or three championships of the different levels (national, continental, world), such person pays for a participation in each of the championships. At the same time, a participation in the national championship is a prerequisite for admitting an interested person to participate in the international championships.

A payment for the certification is made by interested parties after the end of each stage of the Festival, at which the competitive certification was carried out. Payment is made only if such persons are satisfied with results of such certification. If a payment for the certification at any stage of the Festival is not paid, results of certification at this stage are not taken into account when summing up an overall results of the certification procedure.

8. In exceptional cases, a participant of the Festival can pass an operational program of the competitive certification based on results of his participation not in three, but in one or two stages of the Festival. For this, such participant presents at one or two stages of the Festival in total such a number of performances, which is not lower than the minimum permissible number of such performances for three stages of the Festival (6 performances). The operational program of the competitive Certification within the framework of one round (calendar stage) of the Festival is carried out as follows: a) the first pair of performances (numbers) is presented and evaluated by the jury on account of the first round of the Festival, the second - on account of  the second, the third - on account of the third; b) each pair of performances (numbers) is independently presented for a participation in the Festival and independently claims to the status of a laureate (winner or prize-winner) of the Festival; c) a pair of performances (numbers), which are presented additionally on account of the second round of the Festival, are paid with an additional 30% surcharge; a pair of performances (numbers), which are presented additionally on account of the third round of the Festival, are paid with an additional 50% surcharge; d) Based on results of the operational program of the competitive certification, an appropriate creative team (solo performer ) can receive the status of the "linear" ("temporary" - at a specific moment in time) winner or prize-winner of the championship of the corresponding level (national, continental, world); d) According to the results of the calendar year, a participant of the operational program of the competitive certification, on the same basis as other participants of the championship of the corresponding level, has the right to claim the absolute title of the winner or prize-winner of such a championship.

9. At the end of each stage of the Festival, at which an interested (attested) person has passed the competitive certification procedure (regardless of its results), such person is issued an IASHE International Tournament Certificate. This document includes data on objects (performances), a status and certification results.

10. The competitive certification (championships) is carried out for different age groups and nominations separately.

11. Additional performances (numbers) at each stage of the Festival or participation in additional stages of the Festival increase the chances of Festival participants to win higher places in the final standings of the championships of the corresponding level.

12. Each participant of the championship of the corresponding level, according to the results of any of its stages, has the right to receive a Certificate of the participant of the championship (without indicating the occupied place) or a Diploma of the participant of the championship (indicating the actually occupied place). The formalization of these documents is a paid service, the cost of which is 10.0 euros for each copy of the document.

13. According to the results of each established calendar stage of the Festival, the laureates of the championship of the corresponding level are awarded international diplomas of champions, 1 and 2 prize-winners of such a championship, as well as medals and cups. Postal transfer of prize attributes to winners and prize-winners is carried out after preliminary compensation by them of cost of postal services. Otherwise, laureate documents are provided to such persons in electronic form.

В рамах фестивалей заинтересованные лица могут добровольно проходить дополнительные процедуры Образовательной и Конкурсной Сертификации по правилам, установленным специальным Регламентом. 

Конкурсная сертификация по программе национальных, континентальных и мировых чемпионатов по фестивальному искусству реализуется в рамках состязательного мероприятия (чемпионата), по результатам которого определяются лучшие участники Фестиваля (чемпионатов различных уровней) по итогам каждого календарного этапа Фестиваля и, в совокупности, - соответствующего года.

УСЛОВИЯ И ПРАВИЛА ПРОВЕДЕНИЯ МЕЖДУНАРОДНОЙ КОНКУРСНОЙ СЕРТИФИКАЦИИ ПО ПРОГРАММЕ НАЦИОНАЛЬНЫХ, КОНТИНЕНТАЛЬНЫХ И МИРОВЫХ ЧЕМПИОНАТОВ ПО ФЕСТИВАЛЬНОМУ ИСКУССТВУ

1. Международную конкурсную сертификацию по программе национальных, континентальных и мировых чемпионатов по фестивальному искусству вправе проходить творческие коллективы и соло-исполнители.

2. Конкурсная сертификация является дополнительной программой Фестиваля, которая не является обязательным элементом участия в Фестивале и осуществляется только по добровольному заявлению заинтересованных лиц.

3.  Сертификация осуществляется Institute of Arts of the IASHE с учетом содержания п.п. 1.12. – 1.16. Положения об Открытом международном конкурсе-фестивале искусств «OPEN ART ALBION» («Фестиваль OAA») и Европейском многожанровом фестивале «TOP ART STARS» («Фестиваль TAS»).

4. Сертификация реализуется в рамках состязательного мероприятия (чемпионата), по результатам которого определяются лучшие участники Фестиваля (чемпионатов различных уровней) по итогам каждого календарного этапа Фестиваля и, в совокупности, - соответствующего года.

5. Метод проведения сертификации:

1) Профессиональная экспертная оценка участников конкурсной Сертификации осуществляется членами жюри Фестиваля.

2) Конкурсная сертификация творческих коллективов и соло-исполнителей осуществляется по результатам трех фактов (этапов) участия таких коллективов и исполнителей в Фестивале в любое время в течение отчетного календарного года. На каждом этапе фестиваля, участник конкурсной сертификации должен представить (исполнить) не менее 50 % новых творческих произведений.

3) За получение (завоевание) коллективом или соло-исполнителем каждого Золотого Гран-при на любом этапе Фестиваля начисляется 10 баллов, Серебряного Гран-при – 8 баллов, Бронзового Гран-при – 6 баллов, Золотого диплома (лауреата 1 степени) – 10 баллов, Серебряного диплома (лауреата 2 степени) – 8 баллов, Бронзового диплома (лауреата 3 степени) – 6 баллов.

4) Набранные на протяжении трех этапов Фестиваля (чемпионата) баллы суммируются и формируют итоговый турнирный результат творческого коллектива или исполнителя в чемпионате соответствующего года.

6. Характеристика календарных периодов и форматов подведения результатов конкурсной сертификации:

А) Победители и призеры фестивалей, которые участвуют в конкурсной сертификации, по итогам квартала и года могут дополнительно становиться национальными чемпионами своих стран и континентальными чемпионами. Победители и призеры первенства мира (чемпионата Мира) по фестивальному искусству определяются по итогам календарного года проведения фестиваля.

Б) Победители и призеры фестивалей (лауреаты 1, 2, 3 степени) по итогам каждого квартала года автоматически могут стать победителями и призерами чемпионатов по фестивальному искусству своих стран на соответствующих квартальных этапах. Для определения квартальных результатов национальных чемпионатов по фестивальному искусству, учитываются конкурсные результаты участия в фестивалях всех представителей соответствующих стран.  Призеры национальных чемпионатов по фестивальному искусству награждаются специальными международными дипломами.  

В) По итогам каждого квартала и года в рамках фестивалей определяются: 1) в рамках фестиваля «TAS» - чемпионы европейский стран и континента (Европы); 2) в рамках фестиваля «OAA» - чемпионы неевропейских стран и иных континентов мира.

Г) По итогам каждого календарного года в рамках фестиваля «OAA» определяются чемпионы мира по фестивальному искусству.

7. Конкурсная сертификация по программе национальных, континентальных и мировых чемпионатов по фестивальному искусству является платной процедурой. За каждый этап Фестиваля, в рамках которого проводится процедура конкурсной сертификации (чемпионата) на уровне национального первенства, заинтересованное лицо вносит плату в следующем размере:

- творческий коллектив в количестве исполнителей до 3 человек – 50,0 евро с коллектива; творческий коллектив в количестве исполнителей свыше 3 человек – по 15,0 евро с каждого исполнителя.

- соло-исполнитель – 40,0 евро.

Размер такой оплаты за участие в континентальном первенстве увеличивается в два раза, а за участием в мировом первенстве – в три раза. 

Если заинтересованное лицо одновременно участвует в двух или трех чемпионатах различных уровней (национальное, континентальное, мировое), такое лицо платит за участие в каждом из чемпионатов. При этом участие в национальном первенстве является обязательным условием допуска заинтересованного лица к участию в международных чемпионатах.

Оплата за сертификацию может вноситься заинтересованными лицами после окончания каждого этапа Фестиваля, на котором осуществлялась конкурсная сертификация, в случае если они будут удовлетворены итогами такой сертификации. Если оплата за проведение сертификации на любом этапе Фестиваля не вносится, её результаты на этом этапе не учитываются при подведении общих итогов процедуры сертификации.

8. В исключительных случаях участник Фестиваля может пройти оперативную программу конкурсной Сертификации по итогам своего участия не в трех, а в одном или двух этапах Фестиваля. Для этого, участник представляет на одном или двух этапах Фестиваля суммарно такое количество номеров, которое не ниже минимально допустимого количества таких выступлений для трех этапов Фестиваля (6 выступлений). Оперативная программа конкурсной Сертификации в рамках одного тура Фестиваля осуществляется следующим образом: а) первая пара номеров представляется и оценивается жюри в счет первого тура Фестиваля, вторая – в счет второго, третья – в зачет третьего; б) каждая пара номеров самостоятельно представляется для участия в Фестивале и автономно претендует на статус лауреата (победителя или призера) Фестиваля; в) пара номеров, которая представляется дополнительно в зачет второго тура Фестиваля, оплачивается с дополнительной 30% наценкой; пара номеров, которая представляется дополнительно в зачет третьего тура Фестиваля, оплачивается с дополнительной 50% наценкой; г) По итогам оперативной программы конкурсной сертификации, соответствующий творческий коллектив (соло-исполнитель) может получить статус «линейного» («временного» - на конкретный момент времени) победителя или призера чемпионата соответствующего уровня (национальный, континентальный, мировой); д) По итогам календарного года участник оперативной программы конкурсной сертификации, наравне с иными участниками чемпионата соответствующего уровня, вправе претендовать на абсолютный титул победителя или призера такого чемпионата.

9. По итогам каждого этапа Фестиваля, на котором заинтересованное (аттестуемое) лицо проходило процедуру конкурсной сертификации (независимо от её итогов), ему оформляется Международный турнирный сертификат IASHE (UK), включающий данные об объектах (выступлениях), статусе и результатах сертификации.

10. Конкурсная сертификация (чемпионат) проводится по различным возрастным группам и номинациями отдельно.

11. Дополнительные номера (выступления) на каждом этапе Фестиваля или участия в дополнительных этапах Фестиваля, увеличивают шансы участников Фестиваля на завоевание более высоких мест в итоговом зачете чемпионатов соответствующего уровня.

12. Каждый участник чемпионата соответствующего уровня по итогам любого его этапа вправе получить Сертификат участника чемпионата (без указания занятого места) или Диплом участника чемпионата (с указанием фактически занятого места). Оформление этих документов является платной услугой, стоимость которой составляет 10,0 евро за каждый экземпляр документа. 

13. По итогам каждого установленного календарного этапа проведения Фестиваля, лауреатам чемпионата соответствующего уровня вручаются международные дипломы чемпионов, 1 и 2 призеров такого чемпионата, а также медали и кубки. Пересылка этих призовых атрибутов победителям и призерам осуществляется при условии предварительной компенсации ими стоимости почтовых услуг. В противном случае лауреатские документы предоставляются таким лицам в электронной форме.
